QUALIFICATIONS: A Doctorate Degree, or a Master’s Degree with a minimum of 32 credit hours toward a Doctor’s Degree. Must have or be eligible for IL Superintendent certificate.
Five years experience as a superintendent, or five years as an assistant superintendent in a school district of equal or larger size.
Five years teaching experience.
Demonstrated capabilities in leadership, public and community relations, academic competence and business acumen.
Knowledgeable in national and state educational legislation, as well as the State Educational Code.
Dedicated to the improvement of education for the student.
AUTHORITIES: 1. Complete administrative and executive authority as may
be required for the efficient operation of the school district.
2. To act upon and exercise his own discretion and judgment at such times as action may be required, or in the absence of specific policy. Such actions shall be reported to the Board of Education for its information and/or approval.
3. To represent the school district to the public, the community, the State Office of Education, and any other public or private group who may rightfully have business or a relationship with the school district.
4. To attend all scheduled meetings of the Board of Education. To be a member of all committees appointed by the Board and attend all meetings, except when his own appointment, efficiency, contract, or salary are being considered.

JOB GOAL: To administer, direct, and supervise the total operation of the school district within the policy structure and the authorities delegated by the Board of Education.
To effect the implementation of efficient operation of all divisions of the District in such a manner as to have it reflect the intent and objectives of the Board of Education.

PERFORMANCE RESPONSIBILITIES:
1. To maintain and effectively enforce all constitutional or statuary laws and state regulations.
2. To perceive and to be aware of progress and developments in education in contemporary high school districts.
3. To develop, prepare and recommend to the Board clear, practical and feasible objectives for the district in direct relationship to the community being served.
4. To recommend to the Board new, creative and innovative programs for educational improvement in the district.
5. To formulate, with the assistance of his administrative staff, as may be required, policies, plans and programs that are designed to achieve the objectives of the school district. To recommend the policies, plans and programs to the Board, to assist the Board in its duty of legislation for the district.
6. To report to the Board at its regularly scheduled meetings, on the progress, conditions, efficiency, the success or failure of the varied services of the district. To report on all other matters pertinent to the operation of the district.
7. To recommend for appointment, election or employment, all employees of the Board. To assign, transfer, promote, or recommend for dismissal all employees of the Board.
8. To maintain, or cause to be maintained, such personnel records, pupil accounting records, business records and all other records which shall be considered necessary or as may be required by federal and state agencies.
9. To communicate to all employees all actions of the Board relating to all employees or to specific employees. All communications to the Board (by employees) shall be made through the Superintendent.
10. To make such rules and give such instructions to district employees and to pupils as may be necessary to make the policies, rules and regulations of the Board effective.
11. To maintain and direct a program of publicity and public relations to keep the community informed on the activities, needs and accomplishments of the district.
12. To recommend the establishment of, or the alteration of, attendance center boundaries when necessary.
13. To approve the special transfer of pupils from one attendance center to another attendance center only when the conditions in each case warrant such action.
14. To recommend to the Board the sale of all property no longer required by the Board, and /or the purchase of property that would be advantageous to the district. To ascertain that all purchases and sales comply with the Board policies.
15. To direct and supervise the preparation of the annual budget. To present and recommend its adoption by the Board. To administer the budget as enacted by the Board in accordance with Board policies and legal requirements.
